GCC governance must mature before scale exposes it
Why global capability centers need clear leadership, operating rhythm, and decision rights before headcount expansion.
Trust follows clarity
Distributed teams scale better when decision rights, escalation paths, and performance rhythms are explicit. Headquarters does not withhold strategic work out of preference; it withholds it because the governance does not yet make the risk acceptable.
Headcount is not maturity
A centre can triple in size without gaining a single additional decision right. When that happens, the best local leaders leave for organisations that will let them own something, and the centre's capability regresses while its cost rises.
Talent and governance are linked
A GCC's leadership profile should reflect its maturity stage, business ownership, and expected strategic contribution. Hiring an administrator to run a centre that needs an owner is a governance decision disguised as a hiring decision.
